Double Rates and Higher Fines: Romania Drastically Raises Truck Tolls

Starting September 8, 2025, new, significantly higher road tolls for trucks and buses will apply in Romania. This is the result of an amendment to the Road Tolls Act, published on August 29, 2025, in the Romanian Official Journal.

New regulations introduced by Regulation No. 23/2025 change tariffs for various vehicle categories. The increases for passenger cars are effective from September 1st, and for trucks and buses from September 8th.

New toll rates for trucks

Fees are denominated in euros but collected in Romanian lei at a fixed rate of 1 euro to 5 lei. Below are sample annual rates by vehicle category:

  • Category B (up to 3.5 t): 114 euros
  • Category C (3.5-7.5 t): 380 euros
  • Category D (7.5-12 t): 665 euros
  • Category E (≥12 t, up to 3 axles): 855 euros
  • Category F (≥12 t, min. 4 axles): €1,425

Short-term options are also available, ranging from one day to 60 days. The lowest rates start at €7.50 (category C, 1 day) and the highest reach €142.50 (category F, 30 days).

High fines for not having a valid road toll

In parallel with the toll increases, Romania has significantly increased fines for not having a valid vignette . The new rates are also effective from September 8th. Example fines are as follows:

  • Category B (up to 3.5 t): from 228 to 456 euros
  • Category C (3.5–7.5 t): from 760 to 1,520 euros
  • Category D (7.5–12 t): from 1,330 to 2,660 euros
  • Category E (≥12 t, up to 3 axles): from 1,710 to 3,420 euros
  • Category F (≥12 t, 4+ axles): from 2,850 to 5,700 euros
